This line graph shows the extent of people with low income, after tax, from 1989 to 1998. The vertical axis shows the prevalence of low income, with values ranging from 8 to 16 percent. The horizontal axis shows the years from 1989 to 1998. There are three lines plotted on the graph: one represents the male values, a second the female values, and the third the combined value. All of the lines have the same basic form: they start at a relatively low value, then increasing steadily until 1993 with a sharp drop to 1994. The percentages then increase again reaching a peak in 1996, and then drop steadily to 1998. Some of the values are as follows. For males: 1989, 8.8%; 1991, 11.2%; 1993, 12.0%; 1994, 11.3%; 1996, 13.6%; and 1998, 11.4%. For females: 1989, 11.6%; 1991, 13.4%; 1993, 14.4%; 1994, 13.7%; 1996, 15.0%; and1998, 13.0%.
